Hong Kong is number one in the world for economic freedom. For example the former uk territory allows private banks to issue currency http://www.hkma.gov.hk/eng/key-functions/monetary-stability/notes-coins-hong-kong/notes.shtml while the united states is under a fiat currency.  In chapter two and on page 178 in public document form (pdf) it goes into detail why the U.S is 16^th in the world in economic freedom.
