Charlie Hebdo legal rights

Did the Parisian magazine have the legal right to publish anti-Muslim cartoon?



1 Loi sur la liberté de la presse du 29 juillet 1881: The law on the Freedom of the Press of July 29 1881.
Based off the article 11 of the declaration of the rights of man it allows publishers the freedom to publish until they legally offend someone and then they will be fined for violating the law.
Was Charlie Hebdo fined? No or local press would have included it.
Were they morally responsible to not include it? Yes if the publisher was going to Christian services on Sunday's. Attending Friday prayer services at a local Mosque. Did the late publisher signed covenant with the local Imam's to adhere to Sharia Law? No. 
When did France make Islam the official state religion? That would have made the News.
2 Bill Donahue wrote a story 1/7/2015 catholic league website "Stephane Charbonnier, the paper’s publisher, was killed today in the slaughter. It is too bad that he didn’t understand the role he played in his tragic death. In 2012, when asked why he insults Muslims, he said, “Muhammad isn’t sacred to me.” Had he not been so narcissistic, he may still be alive. Muhammad isn’t sacred to me, either, but it would never occur to me to deliberately insult Muslims by trashing him".
Europe has not been under the Christian Worldview for sometime there are rules we follow that Secularists will not which is evident here.
The ones who should be upset are the Muslims themselves are they condemning the attacks. Dalil Boubakeur the current Imam of the Grand Mosque of Paris has condemned this terrorist attack. “This is a thunderous declaration of war. The times have changed. I love to make comments and have overstepped my bounds as Bill Donahue has. This assault on the freedom of the press can only be solved by the Muslims themselves. Why, even though what action or inaction they do could effect others outside their sphere of influence. This problem arose in the Islamic community not in ours and sometimes we must stand back and take the time the understand that.
